Karakalpakstan, Uzbekistan — Against the backdrop of the global energy transition, Uzbekistan is confidently demonstrating its ambitions in the field of green energy. One of the key projects on this path is the Nukus-2 wind farm, being built in the Sultanuvais mountain range, between the Karaozek and Beruni districts, with the support of ACWA Power and international financial institutions (ADB, AIIB, IFC).
The project includes the installation of 26 modern wind turbines, the introduction of a battery energy storage system (BESS), the construction of internal road infrastructure, and a 44 km aerial power transmission line (PTL) to the substation in Beruni.
Part of the power line passes through mountainous and desert areas, another part – near agricultural land and settlements. It is important to emphasize that the project does not require the resettlement of the population and does not affect residential buildings, demonstrating responsible design and a thorough study of the route.
Social and Environmental Responsibility in the Project: Not Just a Trend, but the Norm.
What mainly distinguishes Nukus-2 from typical infrastructure initiatives is its attention to social and environmental aspects at all stages of implementation.
The leading national consultant for the project, NBT Group, oversees the environmental and social components, including the development and implementation of a Livelihood and Asset Restoration Plan (LARP).
Recently, NBT Group experts conducted a training session for representatives of local administration, cadastre services, and mahalla committees. The topics covered were compensation procedures, a transparent grievance mechanism, principles of land use, and protection of the rights of vulnerable households.
All relocation of PTL supports are agreed upon with the Presidential Decree of April 8, 2025.
The impact on the land will be minimized: the width of the construction strip is only 30 meters.
Farmers and land users will be compensated on the principle of full replacement cost.
No compensation will be delayed – all payments are planned before the start of construction.
The project provides for the restoration of agricultural land and subsequent impact monitoring.
Nukus-2 is an example of how a large-scale energy project can be implemented in harmony with nature, the interests of people, and the requirements of international standards. It shows that sustainable development is not just a slogan, but a real working mechanism built into every stage: from planning to interaction with land users.
For the Karakalpakstan region, this project is not just a source of energy, but a stimulus for social stability, infrastructure development, and new economic opportunities.
